Flight Radiotelephony Operator’s Licence Training


The Wireless Telegraphy Act 2006 requires the Licensee of radio transmitting and receiving equipment installed in an aircraft to hold an Aircraft Radio Licence. The Licensee must not permit any person to use the equipment unless they hold a FRTOL or act under the supervision of a person who holds a FRTOL issued by the CAA. This is different to Aircraft Radio Licences which are issued by the Office of Communications (Ofcom).


Issuing of a FRTOL requires successful completion of a Practical Test which verifies that a candidate has achieved the required knowledge and skills to safely operate radio equipment on board an aircraft and understands standard compliant Radiotelephony phraseology as documented in the CAA Radiotelephony Manual CAP 413.


The Practical Test consists of a simulated VFR ‘flight’ and a series of scenario-based questions, with the candidate playing the role of a pilot and the examiner playing the role of an AGCS/FISO/ATCO as appropriate. The FRTOL Examiner will also deliver a short ‘Hot Topic’ presentation to successful candidates. More details regarding the Practical Test can be found in CAA CAP2325.


Candidates are required to have completed the Communications (PPL090) examination prior to attempting the FRTOL Practical Test, and be able to demonstrate English language proficiency at Level 6. (Candidates unable to satisfactorily demonstrate Level 6 proficiency are required to attend a CAA approved English Language Assessment Centre.)


The Practical Test is much more rigorous than prior to mid-2022 and candidates should not underestimate the amount of preparation  required to achieve a 'pass'. A FRTOL briefing followed by the Practical Test typically requires a one full day, and this assumes that candidates are completely familiar with the contents of CAP413  and CAP2325 prior to attending tuition and examination sessions. Only 2 attempts are allowed before a CAA examiner gets involved (and a re-sit is not allowed on the same day!).
